Headlights: hi beams work, low don't

My 1993 Lumina APV: highbeam lights work, but low beams won't come on at all. I have checked relays, fuses, even headlight switch on dash, but no answer yet. Suspect it may be in the multi-switch on turn signal arm, but unsure how to get to it- must require steering column disassembly? Help!

This might sound dumb, but when I worked in a shop, I can't tell you how many times people came in telling me that, and it turned out they'd been driving around with one out, and never noticed until the other one went.

Thanks Jeff- however that is not the case here.Both low beams stopped working at same time, plus we already tried replacing the bulbs-but no luck
