Windows 98 - Rebuilding The Registry

Hi Guys,
Had a problem with a client machine running Windows 98 SE, the registry got wiped somehow. Hard restart on a laptop, scanreg runs on boot and restores the registry from original installation - FARKING everything. Internet explorer, the entire office suite etc. I tried running scanreg/restore, but the other entries were corrupt. Is there any software or method to use to rebuild the registry with the right keys for all the software installed on the hard drive? Or am I fucked?

Does 98 SE have the System Restore function that ME and up has?
