96' Sephia won't start. Is it a timing belt?

I have a 96' sephia with 145k miles. It died suddenly yesterday and will not start. It has fuel and turns over fine but does not fire. I took of a cable from the distributer and checked for spark and there is none. I took off the distributer cap and turned the car over. The rotor in the distributor does not spin when turning the car over. Does this mean the timing belt has failed? Is there anything else I should check? Has anyone changed a timing belt on a sephia? I got a couple diagrams from www.kiausaparts.com and doesn't seem like it would be too disatorous for a do-it-yourselfer. I also have not been able to find any repair manuals either. Any help or experiences would be great.
