Turn Signal Cancel Cam

I removed the steering wheel on my 94 Bonnie in an attempt to change the cancel cam for the signals. There is a black disk immediately below the air-bag trigger (yes, I disconnected the battery!!) that blocks access to the turn signal mechanism. How do I remove it?
