grrr....noise problems

Hi,
I just became the member of this forum and have decided to take care and know more about my car rather than trust any mechanic. :(
I recently shipped my car (VW Passat 2001 1.8T with 68,000 miles with regular oil changed for past 4 1/2 ys) from mass to california. Once i recieved the car, i started hearing noise from the front of my car. It is more of a groaning/buzzing noise and feels like you were driving a jet engine when inside the car. I showed it to the VW dealer and he charged me $125 for diagnostics and recommended change front brake pads and rotors [ $ 600], change all the tires [$630] or atleast two,drive belt [$230] and maybe wheel bearing [$430] for one side. This really threw me off since, I felt he was quoting too high and did not gurantee anything.
But, I realized , that rotors and pads were rusted and needed replacement, so went to local Midas and showed him the noise and got the break pads and rotors replaced, and flushed the break fluid etc [$450]. He was sure that the noise was related to brakes. But the noise remained and he was now sure that it was wheel bearings. But I was not convinced.
So I went to an independent mechanic who seemed trustworthy. He checked the car, put the car up and checked for bearing noise and could not find it. I was with him up inthe stands, and in gear could not hear the same kind of noise. So it had to be the tires he claimed, so he replaced the back onto front and front to back, and the noise was definitely less. He said, the tires look fine, but may have cupped a little causing the noise and charged only $40. I was happy since I thought that the problem is solved.
But after changing the tires, I found vibrations in the steering wheel and thought that the tires are not balanced, so decided to get new tires.[ since even the dealer pointed that tires had to be changed]. Went to firestone changed the tires and put the new ones in front and good ones [ a year old] on the back and also got the wheel aligned since there was some uneven wear for $285].
After all this, I still hear the buzzing noise not as high as before but it is there and just does not feel right. I don’t know if it is drive belt or bearing or something else. It is a background noise and am not sure what to do next.
Do you guyz have any comments?

The belly pans can cause noises if not secured properly. 15$ worth of screws and fasteners can make a BIG difference.
