1993 cutlass sup convertible

I am trying to find the fuse box that handles the power windows and top. There book says to look under the instrument panel, but I cannot find it there. I took the panel off under the steering wheel and could not find the fuse block. I have a problem in the ignitiion switch where if it does not turn all the way back the electronics will not come on. That is when the problem started. I am trying to figure out why my windows and power top wont work, and now the locks will hardly work.

Flip up your glove box lid and take the glove box out. The fuse block is behind that.

I have looked behind there, there are fuses, but the one that I need is not in there. According to the manual there is a convenience center located under the instrument panel. I have looked and I cannot seem to find it.
