Problem with my 90' CRX

I was wondering if someone who knew something about cars could help me out.

When i havent started the car in a few hours it starts just fine. But if i drive it around then want to start it like 15 minutes later it sometimes doesn't start. I has been freezing around here lately and think it might have something to do with water getting in the gas tank.

Also when the car does start it revs around 1.5, but then it eventually starts going down till it is reving just above zero. But I let it run today for like an hour, then it started right back up again after i shut it off. I put some dry gas in it today so maybe that could have helped.

If anyone has any suggestions or what the problem might be let me know. Thanks a lot.

Try your main relay happened to my rex awhile back turned out to be that. junkyard $20. Only didnt want to start when warm. when cold it was perfect.
