too much fuel in cylinders

I just installed a 347 stroker w/255 fuel pump, 30# injectors, 75mm tb, mass air calibrated for injectors, but when i try to start the motor it just cranks and upon inspecting the plugs i found that the cylinders are filled with fuel. Would an adjutable fuel regulator help with the problem or am i heading in the wrong direction, i havent been able to hear it run yet due to this problem so any input would be invaluable.

You def need a AFPR wit a 255 especially if it's a hi-pressure 255.
