A blower is a device that runs mechanically off of the engine via belt that crams pressurized (usually only 6-8 psi) air/fuel mixture into the intake and cylinders so that you can get a more powerful combustion event. More fuel + more air = more power. Generally blowers/superchargers are good for 40% or 50% more power than the same engine without the blower/supercharger. Don't get these confused with turbos which are a different way to pressurize the air/fuel into the engine. Turbos are run off of exhaust gas and a totally different beast.
