No Start, No crank Help

I have a d16z6, it has been sitting for a while due to it not passing emissions and I went to start it today and doesnt even crank. New battery, no voltage drop from battery to starter. After I release the key from the start position I heard a loud clicking sound from under the dash and doesnt shut off until I turn the key all the way off. So I checked under the dash and on the drivers side there is a grey plastic box that the clicking is coming from, it is right next to the fuse panel. Could someone tell me what that is and if that is my problem. Any help would be great thanks alot.

Check the Mail Fuel Relay, if that was broken the car would still crank.... Try to jump start it, it is unbeleiveable what and extra voltage boost can do to starting a civic. Hit us back when you get the problem fixed, or have more question.

fixed it, I disconnected the battery to let the ecu reset and started right up. I dont know why but I guess letting it sit for a while did something to it. Thanks for the help

Oh, great job. Ya, every once in a while the good old ECU needs to be taught who's boss :)
The Battery Termenals may have gotten mildly corroded or something.

yea, i changed out the battery cables and post connectors. Starts great. Last time the starter wasnt even kicking in
