97 Explorer - Fast Idle

Vehicle idles much to high upon the initial start up. ONly settles down after 2 minutes or so, very dangerous in slippery conditions.
I realize that EFI vehicles have that initial surge, but this one lasts far too long. Could this be a vacuum leak or what is this?

sounds like a bad IAC valve. may just need cleaned. its located on the side of the throttle body

Thanks. I looked at that, but how do you clean it? I see that it is a solid unit and can't get inside. Can I flush it with something?

I cleaned this valve and now it howls but has not changed the idle speed. Could there be a vacuum leak? or should I replace this valve.
