Heat/Defrost '96 Civic EX

No matter which button I press on the dashboard the air comes out of the dash vents. Is this an electrical problem or could there be a stuck damper

it's electrical. check u'r fuses. if they r all fine, check the wire harness and connections. if that's all good, check the motors to move the dampers.
