Which wheels and dipping,...

In my quest for wheels I have come across nippon racing F-2 wheels for about $300. Also I have round several sets of rota wheels but all I can find is black. Could I dip rota wheels to be white? How much would that cost? How much should I spend on my wheels if I'm going for all around performance. (not spending $800 on wheels and tires) What size should I go with? My civic hatchback is lowered 2" and I'm looking to change the suspension and get wheels but keep the car about the same height. What Kind of tires should I get for the weather in Georgia? which is mostly dry but we see our fair share of rain. I think. Sorry for so many questions guru's.
