'96 Lumina - Have new key, car won't start

I was wondering if anyone has had this problem and if they have any suggestions as to how I should fix it. I lost my keys to my '96 Lumina and had the dealer make me a new set from my VIN #. When I put the key in the ignition to start it, I have full power (lights, radio, air) but the car won't turn on. The person that I bought the car from had an automatic car starter installed, but I have no information on it and have never used it because I didn't get the remote when I bought the car. Do I have to give the dealer some sort of a code to program into the chip on the key? How can I get my car to start?

The dealer shoulda known that wouldn't work. The VATS chip has to be calibrated to the ignition, or the car won't start.
