Idle Surge Problem PCM?

After I installed the new motor & tranny I am trying to get the car running fairly decent. The check engine light is ON so I know I do have some clean up work here. I have reset my TPS ICM numerous times and even swapped it out with a spare. This will continute to adjust itself up to 5 times before and after I turn the key on and off. Then when I think it set I start the car the idle is at 1500 RPM and IDLE will sail up 2 3000-3500 when I hit the gas and let off. Then when I shut the car off the ICM will again start adjusting itself with the key on then off etc for a few more times. I have unhooked the battery etc to reset the PCM but I am running out of ideas? Can anybody point me in the right direction. Thanks in advance for anyhelp you can give me.

Yes actually I have cleaned the TB twice with a tooth brush. I am thinking I might have a bad computer?
