Your balance shafts are not lined up right. Most likely it's the one in the back. To line it up you have to take out a bolt and put a screwdriver in there to hold it in place. Heres the V-FAQ

Let me know if this helps

Quick question... Are you stupid? Please do not comment on something you do not know the answer too.
A balance shaft has no effect on the tone of the exhaust!
1Fast_Tsi... Your ignition timing sounds like its off, get a timing light and check it, it should be 5* BTDC.

Just check the timing with a light first cuz it's easy. Remember to unplug you data logger and You will also need to remove the cap and ground the timing adjustment plug before starting the engine. I set mine to 5 degrees BTDC as shown in the shop manuals.
Is the sound coming form your exhaust for sure? or dose it just sound like it?
Dose the motor feel or sound like it viberate's at 4000rpm?

it sounds like its coming from the exhaust, i also am not 100% on how to check the timing, it vibrerates at 4000 and sounds like something is loose, but it doesnt stop after 4000.

Redo your timing belt!! Your balance shafts are not lined up right. The (oil pump sprocket) some time's rotates and people don't notice it and they spin it and put it back on it's mark, but what they don't realize is that the oil pump sprocket rotate's faster then the actual shaft, because the shaft is run off gears, this is why they tell you to put a screwdriver in the back of the block to hold the shaft in place.
Here's the information on how to do your "timing belt" they show very good picture's ....

*NOTE* if you didn't replace you balance shaft belt i suggest you do so!! It WILL fuck shit up if it brakes!!
After you get your timing belt done you should check your ignition timing with a light, here's the information on it....
