87 Ford Ranger Stuck Tailgate

I Bought An 87 Ford Ranger And The Tailgate Is Stuck In The Closed Position. I Pull Up On The Handle And Pull Back, But It Won't Budge. I Cann't See Anything Jamming The Tailgate. Any Ideas?

Pull the inspection plat off the front of the tailgate and see if the latch is broken or maybe the cable is broke. that's a place to start

probably broken cables, my 91 does the same thing, but i just use two screwdrivers on the latches and it pops down when i need it to.
