i have a 91 jdm b16 motor and its sitting in my garage. my car is a 95 cx. now i know taht here in CA it is illegal to swap a older motor in a car, so how can i convert this JDM motor to make it look legal? does it include swapping VIN and blocks? any info is greatly appeciated.

your pretty screwed on both counts....its illegal to swap in an older motor and its also illegal to swap in a JDM engine....

Sounds like the easiest thing for you to do is find a "Friend" at the inspection place and "repay" them that money you "borrowed" ;)
