'98-Key does not come out when turned off

I have a 98 Achieva and sometimes when it is turned off the key does not turn all the way off and cannot be removed. I have read somethings about a passlock and something about fuses under the hood. my fuses are good, and I'm not sure about the passlock. After a few minutes I hear a click from the steering column and can turn off and remove the key. This is really annoying any help would be greatly appreciated. Thanks oly1oly

For all that may be interested it finally happened. The key would not come out at all I had to disconnect the battery to keep it from draining. I removed the steering column cover and there is a white ignition lock with a brass colored button on the back of it I pushed on it and the key released. I still have not figured out what the problem is. I was told it is a theft deterent ignition lock. I removed it and key operates fine. New ign lock cost 35.00 not sure if that is the problem.

you only had to pay 35 for a new lock ??

mine was doing that for a while even with the new lock in it but i just got rough with it and manhandled it to make it turn back when i wanted it to and now it turns back all the way just fine no problem finally

so i dunno

also my auto shifter is a real pita to depress the button and shift, it is a real struggle to get it out of park usually

these achievas have so many issues its insane..
