1997 Explorer Heat control

Can't turn the temperature off on the control panel. Turn the dial to the cold setting and heat still blasts out, even when on the vent setting. Only way to keep the heat out is to turn flow off or put on AC.

What's the fix for that? And more importantly, what's the cost?
