Power door lock not locking..

Hi all. My '89 Jimmy 4x4 driver side door actuator will not lock the door. The key and the manual handle both lock ok, but the electric actuator just doesn't have enough power to move the lock. I've replaced the actuator (new), door latch and rods (used, but in good working order), and switch. It's like it doesn't have enough current to move the actuator with enough power to throw the lock.

Could it be the power door lock relay? If so, where would it be, under the dash?

The lock solenoid could be defective or the connection has come off.
