Check engine light isn't working 86 supreme brogham

Hey guys, bare with me, total newbie here.
I have a bought a code scanner to try and figure out some of the many problems I am having, and I have a haynes repair manual, and it says to turn the ignition on(engine off) and make sure the check engine light comes on before testing, which it doesnt, and the book it pretty vague on fixing the light. So as of now I cant get any trouble codes untill I can get the light to work in the first place.
Any help would be great

maby the light is burnt out.
the light should always come on when you start the car, or put the key in the ON position.

Okay, so I took apart the dash, and it turns out there is NO light even wired for the CEL or for TEMP and quite a few others.
All that is wiried in is, seat belts/brakes/oil..
How would I go about wiring these in?
