EGR flow low, 96 OHC v6

OK, did a search, not much.
Problem, sometime car won't start in the morning, sometimes it will. Only code is EGR Flow low. I have the haynes manual and it is vague to say the least. It mentions the PCM. Says it controls the EGR Flow, but does not point to it or even say what PCM means.
Another post suggests the Backpressure sensor would be the most likely cause.
Your thoughts?

Turns out the crankshaft sensor failed and that caused the no start. I have no idea why there was no code.
