97 Jimmy Headlight Aiming Adjustment

Hi Everyone,
I purchased a used 97 Jimmy Whistler Edition which has given me a bit of grief over time (transmission: $2000, rear wiper $150, etc). But for all of that, it's still a pretty good vehicle for what I use it for, and I'd rather repair than replace!
Anyway, I noticed that the headlights are out of alignment (too high), so I picked up a basic service manual figuring I'd do a bit of work. The manual is pretty simple and says to adjust the torx screw until correct, but I tried that and it made zero difference. So I basically took the headlight assembly out as I dislike it when things don't work as they should, and found out there is absolutely no aiming/adjustment hardware there, the torx is simply used as a clamp to hold the headlight in place!
Now, my manual doesn't show the actual components, but shouldn't there be some sort of worm gear to pivot the headlight? I can't understand how that would be missing (if it was there in the first place), but it is a used vehicle...........
Anyone out there know how it should work? What other years/models could I perhaps use for parts? Around here (Calgary, Alberta) the scrap (recycle) yards don't usually have anything much past a '92.
