can you get a d16 that comes in the 88-91 crx to run low 13s with out bost or nos thanks and lets say with only $3500 to do it with

Yes. Super high compression like 12.5:1, head work, port & polish, etc., and lots of tuning and race gas. For daily driving... not likely. I had a set up like this burning oil (used 93 octane) advanced cam gear 2 degrees and blew it up at 80mph... but it lasted that way for a year. I had no clue what I was doing back then and just got rid of the engine and I still feel stupid for that. Oh well. Most people just swap in a B and still don't hit 13s... it's all about tuning!!!
