91 VW Golf GL won't start! HELP!

Hey everyone. What a frustrating car >.< !! My boyfriend's 91 VW Golf GL won't start. Amperage on the alt and the battery is fully charged and brand new......The fuel pump relay clicks. Everything is getting power. Also thought it might be the starter so it was replaced 2 days ago. Car still will not start! Please help!!

Does the engine crank over, or does the starter not turn the engine?

The starter does not turn the engine.....

I also meant to ask if it's automatic, if so this may be a little more difficult. Connect a jumper wire betwen the battery positive and the starter solenoid connector where the small red/black wire connects (car in neutral). It should crank the engine or the starter is bad.
