Air intake plenum (Cold Start Issue Question)

Hi I have a 2000 GMC Siera with a cold start problem only when it is extremly cold. After it warms up it starts fine and if I put a small electric heater aiming at the intake plenum it starts without problem. I was told by a friend to check the fuel pressure regulator on the fuel rail and it seemed fine. My question is what are the two elecronic gizmos on the right side of the intake plentum directly behind the air cleaner snorkel attachment, do these somehow controll air and fuel for starting tempurature. Any help or info on these two items would be helpfull Thanks Boydo
