Drive belt tensoner

I am trying to get to the timing belt to see if my knocking noise is coming from the timing belt slapping the plastic cover, however I am having a hard time getting the drive belt tensoner off. I have found the two bolts, and have removed them but it still isn't budging. The last bolt to the timing belt cover is behind the drive belt tensoner.

It was the bolt in the center, I thought it would come apart if I removed the bolt in the center and the spring would pop, however that wasn't the case.

Umm...what's your vehicle? Year/model etc.

I got it, it was the bolt in the center.
