removing idle speed motor

Any ideas how to remove this thing,, two nuts a the top are not bad , but there is ine on the bottom I cant seem to get to.

I did this once and it SVCKS big time. Basically I ended up bending and finageling an opened end wrench until I got the screw loose enough to take off with my hand. Took about 10,000 1/8 inch turns until i got it loose enough. It was not fun. Putting it back on is the real trick. I basically just got it as tight as possible with my fingers then used a large flat head screw driver and forced it down onto to the edges of the bolt slowly gettign it tighter and tighter until I was confortable with it. I know I didnt get it on all the way , but it has worked for a few years now and seems just fine.
Im sure there is some tool for this, but who knows. Also it looks like if you take the TB off completely it would make the job easier, but I didnt want to mess with all that when I did it.
