Programming A 1989 Keyless Remote

Does anyone know how to reprogram the original keyless remote for my wifes 89. Batteries were allowed to be depleted over an extended amount of time. I asked local GM dealership how to do it and they said I would have to bring it in so they could 'look at it'. $$$$$$$ Please help thank you.
