Hi, I drive a 96 transport and basicly the heater decides to kick in when it wants to, if i turn it on i can sorta hear it trying to kick in, but after awhile it finally does kick in. Nothing else works, no AC, defrost etc, but when it finally does decide to kick in, everything is operational. any ideas?

I would first suspect the low speed relay that is below the glove box: check recent posts on that subject, there are links to drawings....

if it isnt, should i assume the blower motor?

Well at least this one is easy to check. WHen it does not go, just unplug it and test for voltage or plug some other motor or a 12v test lamp to blower connector...
