In my 93 the front drive shaft is always connected to both front wheels and if they are on the ground, then turning the shaft by hand would try to turn the wheels. I have read of early models that disconnected the right front wheel from the front differencial with a vacuum controlled system. If you have two vacuum hoses to the middle and right end of the right front axel, then the vacuum should disconnect the right front wheel.
No hoses then your fine.
With hoses and it won't turn, you might have a vacuum leak or bad vacuum valve in the transfer case.
Enjoy
