looking to buy a used 03 trailblazer ext .. but the front fenders dont have the plugs in them are they supposed to have them? or was this truck hit help

My 03 front fenders don't have any fasteners holding the plastic liners to the metal fender either...the holes are there, but no fasteners...so I guess that's normal???
