Metro Engine Problem

Hello
I changed the water pump in my 95 Metro. Well now it is hard to start and I cannot drive over 45 MPH. Have to floor it to start it. I think I may have messed up the timing. Does the Tension roller bolt have to be loose for it to function right? Does the bolt in the middle of the timing belt cover have to be tight or just snug? I know it goes through the arm slide on the tension roller. I think I messed one of them up. It used to run great and get great mileage. I need the car for the 55 miles I have to rive to and from work. Anyone who can help me? I appreciate it. I hope I can fix it my self. Thanks in advance.

As for the tensioner the bolt needs to be tight but the tensioner will still turn on the bolt.

Does the bolt that goes through the cover about in the middle and also passes through that little aperture arm connected to the tension wheel need to be tight or doesthat need to slide free?

I tightened the interal bolt on the slide piece all the way after the tensioner was set. Then tightened the bolt to hold the cover closer to the block away from the alt, water pump belt.
