Test ECU,good/bad

Love my car 91' CRX HF stock but I know only a little about cars. Its my only ride and I'm trying to keep it running its best for its age. Reading from one of three manuals, my car is stumbling upon acceleration. I'm reading and testing/checking whatever is suggested. My question of the moment is how can I check to be sure if the ECU is operating. When I turn on the ignition to on only the battery light does light and a red dot appears momentarily in the ECU's fisheye. Other than that I get no,none, nothing response from the ECU. Son says maybe it has nothing to report. Son and I tried procedure to clear codes by pulling hazard fuse for ten seconds and this is whats been going on since. Before doing that ECU was coding for the MAP sensor. Manual says use known good ECU to see, as a way of checking on current ECU. I want to be sure my ECU works without spending bucks on it. Am I dreaming or is there a way to do this.
My car is pretty plain jane so I'm noticing my fuse box doesn't resemble the ones pictured in my manuals. So when it tells me to pull out the hazard relay from under the dashfor ten seconds as a way to clear codes I can't see how to do this with so many wires blocking. Second instruction on this is to do the same with the BU 7.5 fuse under the hood and ugh oh none of my fuses are 7.5 in there. Yeah logically I'd think the wrong fuse is in there but I'm not taking any chances by changing anything without trusted advice first.
So I'm working on the performance problem but I'd like to know at this point if the ECU is working.

one quick way to reset the ecu is to unplug all the plugs from the ecu and let it sit for a minute or two. then plug it back in and turn the key to acc and see what happens. if the ecu was bad the red lite would stay on constantly.

do that to the ecu and see if the light flashes at all. take it out and drive it and report back and then tell us what happened and we can go from there!
