1997 Ranger Tilt-wheel

I have two 1997 Rangers, my old one with tilt-wheel and a recently acquired one without. My Haynes manual does not have any info on swapping the tilt-wheel into the 'new' Ranger. Does anyone know if this requires underhood work (it's winter) or if it's all in the column? Thanks in advance for any anwers!
