wiper washer problem

97 4x4 4dr. wipers sometimes stop in the middle of the windshield when you turn them off. Must restart car to reset. Also mister does not work sometimes. Does this sound like the board or the multi function switch? I have researched prior posts but nothing like this. Also how hard is it to change the switch??

I would lean towards the pulse board...check this site out...it may be of help...
