help with my 84 crx looked else where

i have an 84 crx and she cant get above 40 mph i cant get the rpm up past 2800 in neutral im so screwed i need help its a carbureted beast but shes mine and i love her please any ideas or help thx

timing...
distributor or timing belt is off....
or the distributor is has a bad sensor and needs to be replaced...
any check engine light on?
