The driver's window in my 2002 Cavalier does not function in cold (below freezing) weather. The other three windows work fine. The driver's window works fine in warm weather. I know of one other Cavalier with the same problem.
Has anyone seen this before?

You might try getting some ArmorAll and soaking an old rag with it. Push the rag into the window channel and clean the hell out of it - sides, top and bottom. The ArmorAll, even when dry, will act as a lubricant and allow your windows to go up and down much more easily. I had the same problem my my '95 Rodeo and this solution worked great... in hot and cold weather.
