Odyssey Speedo problem

The speedometer needle on my 99 Odyssey moves erratically. It seems to jump in 10 kph increments. It doesn't set back to zero when the vehicle is stopped, but comes to rest showing 20kph. Any ideas anyone?

If the check engine lite isn't on i would say you need a new speedo.
Reason being if it was a problem with the speed sensor than the PCM would pick up on it and lite the light. So if the lites out than the PCM see's the signal from the speed sensor as good and the only other thing would be a speedo or wiring. If the speedo wond rest at zero with the car off then its not the wiring.
