No Spark 87 yj 2.5

This past week i swaped a 2.5 from a 93 yj into a 87 yj. ... now everything is hooked up the way it should and i cannot get any spark to the coil....(new cap rotor plugs wires etc)
now i have check the coil and even bought a new one to be sure.... i have check the wiring that plugs into the ignition control module and the is power to the wires... but nothing past that point...
i looked in the haynes manual and it says that ignition control modules cant be tested unless you have some special testing tool for it....... is there a way to test it without having to buy a new one or the buying the tester.... would a jeep dealer have this tester laying around to have it tested?
and if it is NOT the ignition control module what else would it be??
also another thing that seems to be funny is.... i can her the fuel pump kicking on.... but i dont seem to get any fuel in the engine?... could be related? dunno?
all the other electrical throuhout the jeep appear to work fine and correctly
