Pass Key II issue for 1996

The engine won't even turn over since the starter doesn't seem to get electrical current to it. I have jumped the two connections on the starter solenoid and the starter will start car with key in on position. If I disconnect the positive battery cables and leave them of for a minute or two, then re-attach them, the car will usually start. Cables are tight and clean on the battery, starter, solenoid and ground. My security light doesn't stay on when I turn on the key though. I have good power to run everything else, so it is not the battery. I'm still wondering if it is a Pass Key II issue? Can this be disabled? Any suggestions or comments would be helpful!

Does The Security Light Come On When You First Get Car Started, Then Go Off? If It Does Then It Shouldnt Be The Passlock System. It Should Stay On If It Cant Read The Chip In The Key Or Some Other Type Of Failure Within Its System. My Hunch Would The Igniton Switch On The Column If The Starter Works Every Time You Test It

The starting issue was with the ignition switch wires. I guess after 116,000 miles and thousands of starts, the poor GM design of the two frail wires (Pass Key II) off of the ignition switch almost wore out. I was able to still get the car started one last time to drive it into a GM dealership to get the ignition cylinder replaced at around $230.00. It's working great now.
