99 Regal Steering Problem

Hello,
My car has developed a problem. I will give you a quick run down of it.
With the wheels at center (meaing parellel to car, going straight). When I turn the wheel clockwise it steers just fine. When i turn the wheel counter-clockwise to re-center the whells it also steers just fine. Then when I turn the wheel counter-clock wise from the center position it is extremly tough to do so. And then to re-center from that position is also hard.
I tried checking the power steering fluid levels, but I could not find the cap that tha manual shows. In the manual is shows that that power steering tank is by the alternater, but I could not find it.
Any ideas as to what my problem might be? It might be important to note that the tempurature outside has not risen above freezing in some time. It should aslo be noted that we have recently recieved a lot of snow. I do not have a warm place to park my car, so it is always exposed to the snow and cold. Could this be part of the problem?

With the car not moving I have had difficulty turning the wheel also. Since it turns all right while moving I related it to front wheel drive autos power steering rack, big tires on the car and reluctance of turning the steering wheel like with non power steering optioned cars when the cars aren't moving.

Reach your hand towards the firewall by the alternater and go below it,then you should fell the cap.GM hid it below the alternater.If the fluid isnt low,it's sounds as if you are having a problem with the rack system.Lots of problems on the with GM racks,doing that same problem.

check the recall list for your year regal, there was a recall about the steering, and it mainly affected left hand turns, which is what you discribed to us.
