alternator belt

How do you tighten the alternator belt on a 98 Eclipse 2.0 liter? I know where the adjuster bolt head is at but it looks impossible to get a wrench on it from the top of the engine. No way from the bottom either.

hmm I managed to get a 3/8 rachet in therefrom the top somehow. It's a 14mm socket if I remember right. Maybe try using an extension from the socket far enough over to get the ratchet down in there?
