You are talking about when you turn off the fan?

Heat blowing or heat radiating?

If heat blowing:

Does it vary with vehicle speed?

If heat radiating:

Your heater core is under the dash, when you turn off the fan the fan stops circulating the hot air, but if you leave the temp control knob turned to heat, the hot water will still circulate through the heater core and radiate through the dash.

It may not just be the water circulating through the dash. Check to see if you can feel it blowing from under the dash with the fan off while driving. And if it varies with vehicle speed.

You will still have some warm air coming from the heater core even with the fan off.

Completely normal.
