2004 Highlander transponder key programming

Does anyone know how to program a transponder key for a 2004 toyota highlander? I purchased two blanks from e-bay. One is for a transponder bypass for an auto start, so it doesn't need to be cut. I've tried the "turn key on/off 5 times, open and close the door 6 times, remove good key and install key to be programmed. Wiated for the security light to quit flashing, but it never. HELP

Make sure you are using the Primary Key, not the Valet key to program the new transponder.

How to Program a 2004 Toyota Highlander Keyless Entry Fob Remote

*Warning* If you have replaced the battery in your current keyless entry remote and the remote is still not working, this is a good indication that the keyless entry remote will need to be replaced.

Get in the drivers side of the vehicle, make sure all the doors are closed except the drivers side door and all the door locks are unlocked.

Insert the key into the ignition without turning and remove it quickly

Close the drivers side door, then open it.

Close the drivers side door, then open it.

Insert the key into the ignition without turning it and remove it quickly.

Close the drivers side door, then open it.

Close the drivers side door, then open it.

Insert key into the ignition (do not remove, do not turn).

Close the drivers side door.

Turn key to “On”, then to “Off”

Remove the key

Vehicle locks should lock and then unlock to signify programming mode. If not, repeat above steps.

Press and hold “Lock” and “Unlock” on the keyless entry remote simultaneously for 2 seconds.

Let go of the buttons and quickly press the “Lock” button (by itself) on the keyless entry remote and hold it for 2 seconds.

Doors should lock and unlock to signify successful programming

Repeat 2 previous steps to program additional remotes

Open the drivers side door to exit programming mode.
