1997 Bonneville Trunk Wont Close

HELP!!!!!!!!! I have a 1997 Pontiac Bonneville SE and the trunk will not close, I replaced the latch and the electronic piece and it will not sloe its SHUTS but will not lock. It's being held down by bungie cords (totaly ghetto I know) the bouncing on it is getting annoying, I checked the fuses and they looks fine none are blown not the ones under the hood, under the passenger footwell or the ones on the driver side. I dont see how a fuse will do that. I thought it was the latch because of the bitter cold weather we've had and it wasnt that. if anyone had any idea please help me, otherwise i might go out and get a whole new trunk lid!
