Check your brake light switch located above the brake pedal.

The brake light switch is located on the brake pedal arm about 9" above the brake pedal. The plunger from the switch extends when the brake pedal is pushed thus completing the circuit and turning on you brake lights. Their is 2 wires connected to this switch and should be the only switch attached to the brake pedal assembly under the dash.

Hmm, an '89...
For memory here, there should be a connector under the master cylinder that runs down to the left frame rail, check for power to one pin with the parking lights on, and see if it goes dead with them off. If that's ok, move to the connector next to the fuel pump on the left inner frame rail under the driver's seat. If there move the the connector at the REAR of the rear tank (if equipped), and check for voltage (battery -0.5Vdc), if ok someone probabally installed a trailer light wiring kit and wrecked the wires near the bumper/left frame. You can patch if necessary, but a rear harness from a wreck would be a much better option.
