The differenc is usually the materials its made from, better quality = better filtration, better airflow etc, personally I`d avoid cheap intakes but in the end, its up to what you can afford. I`d rather spend the $$$ on a good airfilter than the repair costs for the engine when you suck up too much dirt and your engine goes bang.
A good quality panel filter is a good compromise and should only cost about $50 ish.

So Would It Be Just As Good To Buy A Cheap Intake But Put A High Quality Filter On It

Well most of the intake is basically just a tube, you could make one yourself and put a good quality filter onto that.

does a longer intake tube have an advantage over a smaller one

the shorter it is the closer it is to your motor. and u want the air to be the coldest possible so... u prolly get it, farther is better to a certain extent

There are two ways of thinking on this, number one, is you want as short and as direct (ie no bends) path as possible, putting the air filter onto your throttle body would be a good solution, the trade off being that you will suck in warm air from your engine, which wont do any harm, but it will reduce HP due to the air being less dense, up to a 5HP drop has been claimed but I`ve yet to see proof, cant imagine that being far wrong though.
Number two is having a long pipe and the air filter in a cold area sucking in cold air, obviously, the trade off being a longer path for the air to travel, requiring more work from the engine to suck it in.
This method has been widely used by modders recently, but I think its all unecesary hype from the producers of air filters who can now charge great wadds of cash for the pipework, which probably costs them bugger all to make.
I think a good method would be to attach the air filter as close to the throttle body as possible, giving direct air feed to the engine, produce a basic heat shield to protect it from some of the hot engine air, then run a flexy pipe from the front of the car so that the cars forward motion produces high airflow into the pipe and put the other end off the flexi pipe as close to the filter as possible, behind the heat shield. You get the best of both then, for alot less cash.

hell i just say shorty with a box to hood scoop will be the best. BTW almost finnished with the short intake for 7th gen celicas, had a sealing problem with the MAP sensor, so i'm going to need to redo that part, but it's simple really, but with school, work and gf there is never enough time. I'll post pictures when finnished.
