Pls Help 99 runner dash lights

I have a 99 4runner with a dealer installed toyota security system. The other day, I used my remote to unlock the truck, and I noticed that the flashers did not flash, but I still get the beep. When it got dark out, I noticed that the dash lights are now inoperative. I have checked all fuses and they seem fine, I have played with the dimmer adjustment to no avail, and no other lights are out in the vehicle inside or out. The signal lights still work, but not to indicate when the keyless entry is used.
I would really appreciate it if someone could shed some light on this irritating problem. I'm sure that its something stupid but I for now I am stumped.

Check TAIL fuse
Check Tailight control relay
Check your dimmer rheostat for function
Check Tailight control relay
Check your dimmer rheostat for function

Thank you. I didn't figure the tailight fuse would be linked to the dash but it is the one that is burnt out. I'll have to find the short 'cause when I replace it it just burns out instantly. Could this be the control relay?

Any part of the circuit could be the cause of the short, including the relay and dimmer.
